Project summary:

The Molokai Community Energy Resilience Action Plan (CERAP) is a model for how energy planning can be done in rural communities, on islands, across Hawaiʻi, and anywhere that values the principles of democratic self-governance. This community-led process addresses the chronic problems of top-down planning including the breakdown of trust in social institutions, cultural conflicts, environmental degradation, and the unequal distribution of benefits and burdens. 

 

For the people of Molokai, CERAP is particularly significant as a chance to redeem a long history of frustration over the way energy decisions are made. More than that, CERAP is an opportunity to see decades of community planning and action finally coming to fruition to create an energy system that reflects Molokai values.
